Project localization:
The site of community importance ROSCI0097 Lacul Negru and the nature reserve 2.813 Lacul Negru – Cheile Nărujei I are located in the upper course section of Năruja river, south of Dealul Negru peak, on the administrative territory of Nistoreşti and Păuleşti communes, in the mountain area of Vrancea County.

The central point of interest in the two protected areas is Lacul Negru, remarkable through the active raised bog covering half of the water surface, comprising a complex of unique hydrogeological, geomorphological, biogeographic and landscape features. The lake is located at an altitude of 1250 m, with an area of approx. 1 ha and a maximum depth of 7,5 m.

General objective of the project:
Ensuring favorable conservation status of species and habitats in the protected natural areas ROSCI0097 – Lacul Negru and the nature reserve 2.813 Lacul Negru – Cheile Nărujei I, through an open, transparent and participatory consultative process aiming the elaboration of the management plan and the information / awareness of the stakeholders on the benefits of conserving Natura 2000 sites.

ROSCI0097 Lacul Negru was declared a protected natural area of community interest according to the Order of the Minister of Environment and Sustainable Development no. 1964/2007 on the establishment of protected natural area regime of sites of community importance, as part of the European ecological network Natura 2000 in Romania, modified by the Order of the Minister of Environment and Forests no. 2387/2011.

The nature reserve 2.813 Lacul Negru – Cheile Nărujei I was declared a protected area by Law no. 5/2000 (regarding the approval of the National Landscaping Plan) and by the Decision of the Vrancea County Council no. 12/1992.
Both protected areas have been in custody of Ocolul Silvic Năruja since 2010.

The project is part of national approaches and efforts, by promoting actions that directly contribute to achieving the objectives of the National Strategy and Action Plan for Biodiversity Conservation 2014-2020, National Strategy for Sustainable Development of Romania, Strategy for Rural Development of Romania 2014-2020 and Local Action Plan for the Environment – Vrancea County, objectives that take into account the actual needs of biodiversity protection in Romania.

This project is financed from the European Regional Development Fund through the Operational Programme for Large Infrastructure 2014-2020, Priority Axis 4 – Environmental protection by biodiversity conservation measures, air quality monitoring and decontamination of historically polluted sites, within the 4.1 Specific Objective – Increasing the biodiversity protection and conservation through appropriate management measures and restoration of degraded ecosystems.

Specific Objectives link to:
– Revising the Management Plan for the protected natural areas ROSCI0097 Lacul Negru and the nature reserve 2.813 Lacul Negru – Cheile Nărujei I, according to current legislation.
– Increasing information, education and awareness of stakeholders on the importance and role of the protected natural areas targeted by the project, highlighting the concept of local sustainable development: viable economic development, environment protection and maintaining / achieving the objectives of favorable conservation of the species and habitats of community interest.
– Developing the capacities of the organizations and institutions involved in the management of the Natura 2000 site ROSCI0097 Lacul Negru and of the natural reserve 2.813 Lacul Negru – Cheile Nărujei I.

The target group of the project is primarily composed of local communities on the territory or nearby the two protected natural areas (Nistoreşti, Păuleşti): residents of communes, representatives of local public administration (councillors, mayors), teachers, students, representatives of companies / economic operators active nearby and on the site, associations of agriculturists, farmers and landowners, local NGOs. Other important target groups are represented by state institutions (with competence in the management of natural resources), as well as visitors / tourists.
